This ability isnt restricted to Water Pokemon - it benefits any Pokemon using Water Energy, including Colorless Pokemon and even Dragonite
Shifting for only 2 ink is quite nice, letting you get some strong early tempo, as well as a 4-cost singer out on turn 2
