It doesn't give anything hexproof or indestructible, but it does keep it from changing zones and keeps them alive
So, in most decks this card advantage and the loss of your third turn when your opponent is generally going to be playing something strong (such as Goblin Rabblemaster, Brimaz, King of Oreskos, Anafenza, the Foremost, or ramping into Siege Rhino) is going to be too much of an investment for such a small benefit
Hail, Caesar Lead your army into battle beside Caesar, a shrewd tactician who sacrifices troops for resource gains
Emerging Powers is a solid set that embodies the standard styles of the era, but doesn't come with many heavy-hitting cards to buy, as most offer decent art at a more-than-modest price
They are also all combat-oriented, and specifically as an attacker, which is awesomebecause there are so many disincentives for attacking in Commander, I love to see mechanics like this that support entering combat
