The mana value of a card and the mana paid to cast a card are not linked, and a cards mana value is always the total of the mana symbols on the top right of the card
But the option is always nice
The variety of options here is really strong, allowing this card to be used to neuter an incoming attack or set up for a big turn later on

Its not quite impactful enough to want in the command zone, though I wouldnt be surprised if you told me it was a cEDH playable Orzhov commander
