Its upkeep trigger has the potential to take someone out if it goes off just once in the right situation, while the activated ability is fun since you can hate on graveyards and copy your opponents powerful creatures

The short answer is that catch-up cards are effective, but not amazing , especially compared to ramp options in other colors like black and green

Two mana to discard two cards is also just an incredible price, and is especially potent when Hymn to Tourach follows a turn-one discard spell like Thoughtseize or Inquisition of Kozilek
